Your mileage may vary. Base stations with higher gain antennas and elevation will see better performance. Handhelds may hear the repeater as well as a base or mobile but will not be able to talk back nearly as well especially on a rubber ducky.  The Longley-Rice propagation model was used with a 50% urban loss factor and standard surface refractivity considered.
